true to size - small will fit sizes 0, 1, 3. Medium will fit sizes 5 and 7. Large will fit sizes 9 and 11 

These can be cuffed or not so you can make them longer than the 4.5 inseam by about .5” in the small.  They are a great mom length in my opinion!
